Should users pay for urban mobility?

At a time when experiments with congestion charges are emerging everywhere, it is vital to understand how and under what conditions this type ofinfrastructure can be a solution for managing urban flows. A study of international initiatives (France, USA, etc.) will allow us to evaluate the efficacy of congestion or time-based charges in the city.
