At Europe des projets architecturaux et urbains (GIP Epau), Achille Warnant is responsible for the scientific coordination of the Caravane des ruralités, a program dedicated to researching and promoting rural initiatives. He also serves on the Scientific Advisory Board of France Ruralités. A geographer and political scientist by training, his dissertation—supervised by Marie-Vic Ozouf-Marignier—focused on the “problem of medium-sized cities” through the evolution of local public policy in Montluçon, Nevers, and Vierzon from the 1970s to the present. He continues to work on this topic alongside his role at GIP Epau. Since 2018, he has also been interested in the “Zero Long-Term Unemployment Territories” experiment conducted in Prémery (Nièvre), and since June 2021, he has co-directed the Jean-Jaurès Foundation’s Observatory of Local Experimentation and Innovation.
