Constance Bourtoire, who has served as project director at La Fabrique de la Cité since September 2024, has been appointed executive director of the think tank focused on urban transitions.
A graduate of the École Normale Supérieure de Fontenay-Saint-Cloud (geography, 2006), ESSEC Business School, and Paris Dauphine University, Constance Bourtoire studied urban systems, land-use planning issues, and stakeholder governance during her initial academic training. At ESSEC, she joined the Chair of Urban Economics, which specializes in local public policy, the management of local governments, and the challenges of ecological transition in regions.
She began her career at Bouygues Immobilier within the UrbanEra Division, the group’s urban development and management arm, which specializes in the design of mixed-use, sustainable eco-neighborhoods. There, she notably served as Director of Development for France, supporting local governments in the design and implementation of their long-term territorial projects.
Constance joined the team at La Fabrique de la Cité in September 2024 as Project Director, where she leads urban planning initiatives in collaboration with innovative regions and in close partnership with local stakeholders.
In 2027, La Fabrique de la Cité will be committed to examining and documenting the livability of regions and providing concrete solutions through the publication of thematic papers, the organization of cross-sector roundtables in the regions (Rencontres des Villes en Mouvement), and the hosting of dedicated events.
According to Constance Bourtoire: “Examining the livability of our regions means analyzing their vulnerabilities in even greater detail and rethinking urban development while taking care to preserve what already exists, conserve limited resources, and ensure a sustainable future for generations to come. Against a backdrop of systemic crises, La Fabrique de la Cité will take a close look at new models of development and governance for urban areas, while drawing inspiration from best practices implemented internationally.”
